Breaking Down SA’s Housing Roadmap for First Home Buyers.

The recent announcement of the South Australian State Government’s Housing Roadmap is a significant development for those looking to enter the property market. We’ve analysed the details and are here to guide you through what this means for your homeownership journey.

Addressing the Housing Challenge in South Australia

The Housing Roadmap directly confronts the critical housing shortage and affordability crisis impacting South Australians. Lofty recognises these challenges and is actively involved in contributing to solutions. The Roadmap’s multi-pronged approach includes:

Increasing Housing Supply:

By streamlining approvals and promoting faster construction, the government aims to boost the availability of homes across the state. This increased supply is anticipated to alleviate price pressures, making homeownership more attainable. The government is fast-tracking land development and rezoning processes to ensure more land is available for residential use. Additionally, major investments in infrastructure, such as a $1.2 billion upgrade to water and wastewater services, will support new housing developments.

Prioritising Affordable Housing:

The Roadmap emphasises the development of affordable housing options, including pathways to ownership and shared ownership schemes. Initiatives such as grants, low-interest loans, and deposit assistance schemes are being introduced to support first-home buyers. Rezoning will also ensure a portion of new developments is reserved for affordable housing.

What the Roadmap Means for You

As a first-home buyer, the Housing Roadmap presents several key benefits:

Potential for Price Stabilisation:

Increased housing supply could lead to a more balanced market, slowing or reversing the trend of escalating property prices.

Financial Assistance:

The Roadmap outlines increased grants and stamp duty concessions, offering financial support to those entering the market.

Diverse Housing Options:

The focus on affordable housing expands the range of choices available, making it easier to find a home that suits your needs and budget.

Regional Homes Focus:

Those considering regional areas will benefit from the dedicated plan to increase housing stock outside the metropolitan centre.

Land Availability:

The release of additional land for development is expected to create more opportunities for new housing projects and potentially moderate land costs.

Financial Support Initiatives for First Home Buyers

Stamp Duty and First Home Owner Grant Enhancements

Last year, the government abolished stamp duty for eligible first-home buyers on new homes valued up to $650,000, with phased relief up to $700,000. For vacant land, stamp duty was abolished up to $400,000, with phased relief up to $450,000. The First Home Owner Grant property value cap was also increased to $650,000. The 2024–25 Budget includes $30 million for additional first homeowner relief, removing property value thresholds for stamp duty and increasing grant eligibility.

HomeStart Finance Options

The government-owned HomeStart offers various financial products, including home loans with as little as a 2% deposit and shared equity arrangements where buyers can borrow up to 25% interest-free and repayment-free. This makes it easier for first-home buyers to secure a loan and manage repayments.

HomeSeeker SA

HomeSeeker SA offers extended listing periods and increased eligibility for purchasing affordable homes. Now, singles earning up to $110,000 and couples or families earning up to $140,000 can buy fixed-price affordable homes. The HomeSeeker SA website provides information on buying and renting affordable homes, listing approximately 500 affordable properties per year.
